Perhaps not on point, but another ubiquitous common cause and uninsurable catastrophe risk is civilian nuclear power. Typical homeowner policies exclude coverage of nuclear hazards due to meltdown or any other reason. The Price-Anderson act indemnifies utilities against proportional liability. While the industry was busily promoting "power too cheap to meter." it was quietly promoting legislation to protect them from liability too large to insure. Why this is okay with people is beyond me.

The AV industry quietly seeks the same kind of indemnification from liability from AVs' intrinsic hazards in both state legislatures and in Congress while loudly promoting the urban myth of AVs' inherent safety.

Terminology note: it seems the term "cyber-hurricane" and similar has been bouncing around the insurance industry for a while. I do not know of any clear indication of who might have coined it. Seems like an obvious analogy in that space, and I'm using it here in an analogous way, although more intentionally including all sorts of common cause failures rather than just a malicious attack.
